On Sept. 19, Jody Wilson-Raybould instructed her deputy minister, Nathalie Drouin, never to raise the issue of SNC-Lavalin again. At the end of October, Drouin was asked by the privy council to prepare an opinion on “the potential impacts on SNC-Lavalin if prosecution resulted in criminal conviction.”
This legal advice was prepared; if deemed appropriate, it could be introduced as new evidence. However, the report never got to the privy council on the request of the attorney general. This fact from Drouin’s testimony should not be lost.
Decisions are open, fluid and responsive to considerations up until the time a case is closed. Clearly, Wilson-Raybould’s actions declare the lengths she will take to exert her independence and power by muzzling staff and obstructing the privy council. She might not want an inquiry into the SNC-Lavalin case. What else might we learn about her?
