David Black's proposed oil refinery is a good one. But why Kitimat?
Why not build the refinery adjacent to the raw material source? And, in addition, provide more permanent full-time jobs than are envisioned by the Northern Gateway pipeline project.
A refinery near the oilsands mining areas and a far reduced volume of finished product would lend itself to shipment by conventional means - rail or tanker truck - and would provide easy access to a ready lucrative market in Canada and the United States.
It would eliminate the need for the Northern Gateway pipeline altogether.
