Building a refinery is a fantastic idea. However, Kitimat is totally the wrong location.
Build the plant at the oilsands location; that way the refined product can be shipped east, south or west. The pipeline going west should go to Prince Rupert, not to Kitimat. The refined product reduces the risk factor because the ships would immediately be sailing on open waters.
