The University of Victoria website shows that student fees made up only 38 per cent of the total revenue of the operating budget for 2019-20. 91ԭ students pay a lot less than foreign students, but will likely get jobs in Canada and pay taxes that will, in part, pay for the education of those who follow.
At present, foreign students are subsidized by 91ԭ taxpayers and are paying less than at other 91ԭ universities and a lot less than they would pay south of the border. If we are going to charge tuition fees for foreign students, I suggest a means test would be appropriate, to gauge the real needs and available resources of these students.
That said, I am not averse to giving free education to someone who really needs and deserves it and who will truly contribute in their home country. After all, this is Canada.
