Officials with the Canada Border Services Agency say the first arrest was made Dec. 2, when guards checked a vessel in Surrey and discovered a laptop with illegal images.
On Dec. 5, a foreign traveller was stopped at the 91原创 airport.His laptop, cellphones and USB flash drives were seized.
