The writers of this article have omitted two major points.
First, they forgot to consider that water cannot be exported whereas natural gas can. Without going into the math of their reasoning, by using "free" water in the dam while at the same time exporting the natural gas, the revenue from the gas offsets the costs associated with the dam, hence reducing or eliminating the final bill to B.C. taxpayers.
Second, natural gas is a non-renewable resource with a limited lifespan. Water is a renewable resource. The dam's life expectancy is, as mentioned in the article, between 75 and 100 years; however, the life-expectancy of the natural-gas source is not identified.
Without taking sides, for lack of information, one has to consider those additional arguments before concluding that one is better than the other.
