As a visitor to Victoria (every winter) I certainly agree with the city policy of not selling plastic bags in the stores, and if a customer needs a bag, then a paper bag is on offer.
However, although I always have a canvas bag with me when I shop at home, when on vacation I do not always remember to take a bag when I go out. This week, to point, no bag, and on the way back to the hotel after seeing a movie I went into Shoppers on Douglas Street to buy a few items.
A paper bag was the only option, and it was raining. By the time I got to my destination, the bag and its contents were soggy.
It seems to me that the stores should have some discretion and be able to sell a plastic bag when it is raining. This winter has not seen much rain, but it will come, and a lot of frustrated tourists with wet items.
