Now that the pipeline is going ahead, there should be negotiations to determine who and what jurisdiction is going to be initially held accountable and responsible for spills and accidents that occur. To take charge and get it cleaned up.
This should be a condition of allowing the pipeline to be built, together with the pipeline company, Alberta and the federal government, by posting a bond of at least $1 billion against the cost of a cleanup should such an event occur. This would save B.C. from any liability.
Let us hope this would also serve as a deterrent, encouraging the operators of these pipelines to operate at the highest standards and with the latest technology and training available at all times.
