The city doesn鈥檛 have the budget to allow for the police to provide the public safety they feel is necessary for Canada Day, yet has the funds to hire a consultant to teach cyclists how to cross roads safely.
In Victoria, the safety of cyclists is apparently a much higher priority than that of the overwhelming majority of the general public. Must be part of the Heidelberg Challenge.
