The bait-car program seems a good idea. However, we should recognize that it is a subsidy to car owners to offer enhanced protection at no cost.
I look forward to similar bait programs being developed to deal with the rampant theft of bicycles as well as house breakins. Perhaps it could expanded to a bait pedestrian program to catch drivers (cars and bicycles) running red lights, failing to stop at pedestrian crossings and generally behaving poorly.
